The PPSSPP emulator only supports Ad hoc connections that means your co-players must be in a close range. In order to connect it, you must actually create an ad hoc server using your server. Now, after setting up the Ad hoc network, connect your PSP to that connection but you must first enable CWM in your PSP. This process is quite complicated. This page will cover setting up the Pro Online plugin by Coldbird & VirtuosFlame. The Pro Online plugin allows users to play together via ad hoc. It isn't perfect but it provides support for many games so you can still play with friends online. This also lets you play online with users running PPSSPP (PSP Emulator).

Setting Up Ppsspp For Online Play Store
PPSSPP (PlayStation Portable Simulator Suitable for Playing Portability) is a PSP emulator which can open game files. It is available for several platforms including Android which can be found in the Play Store.
The application features a modern and straightforward interface which provides you access to a file browser to search for games on your system or connected mass storage media. It can open PSP ISO files without much issue.
PPSSPP also provides access to a store which includes free PSP game demos which it can download and then emulate. Also inside the store are homebrew games and applications which can be downloaded and emulated on a Windows system.
